The IT Planning and Governance Department within the IT Group sets the standard processes and procedures for IT end to end project delivery, testing and vendor governance. It also enforces and supports regulatory and compliance mandates. The Department aims to continuously improve the IT services through in-depth portfolio evaluation and proper governance, thereby applying learnings and optimization to the standards.
As a Test Governance Manager, you are responsible in reviewing IT project’s test plans, execution, progress and result against testing standards and methodology to ensure that IT projects deliver high quality software products. As part of this, you are responsible to have full understanding and experience in software quality assurance (functional and non-functional) in order to detect inefficiencies, coach test resources and recommend best practices.
Role Responsibilities:
- Design, update and implement approaches & template procedures for Test Governance Processes or other Governance-related services throughout the whole SDLC, aligned with best practices & industry standards.
- Conduct, report and analyze Test Governance Reviews.
- Develop and implement tools & KPIs to ensure efficient facilitation of TSG Governance Reviews.
- Provide guidance and identify training & development requirements to ensure Test Governance function complies with Test Standards, process, and the proper use of templates.
- Responsible for resources conducting TSG Governance Reviews: assign projects, oversee output, monitor, and review and assess performance.
- Responsible for demand and capacity for additional resources and the entire onboarding process: SOW, RFP, signature and approval, onboarding.
- Liaise with Compliance and Audit Team of ITPG to in providing compliance or audit information.
- Drive root cause discussion on common issues/gaps.
Competencies:
- Knowledge Area: Experience and expertise in Industry Standard Test Practices & Processes as well as the Finance Industry or Banking Domain.
- IT Governance: Has acquired knowledge and experience with IT Governance frameworks, processes, testing processes, test types & approaches, test tools, and test automation frameworks that can be applied to the organization’s projects.
- MS Office: Proficient skills in using MS Office applications such as MS Word, Excel, and Project Work plan.
- Collaboration Skills: Strong interpersonal skills and ability to communicate effectively across all functional teams, 3rd party and individuals at all levels, ability to work independently and collaborate with teams in completing important projects and major initiatives
- Communication Skills: Strong written, oral interpersonal communications and presentation skills
- Analytical Skills: Demonstrates critical thinking & problem-solving skills with the ability to concisely summarize key issues and flag them accordingly.
- Strong initiative, self-motivation, self-discipline, creativity and a determination to reach goals and objectives with minimal management intervention and control

Qualifications:
- Bachelor’s degree relevant to the job.
- Minimum 10 years of experience in Software Testing.
- Minimum 5 years of experience as a Test Manager or Test Lead.
- Minimum 2 years of actual experience and demonstrable skill in Governance Reviews or related functions in your prior roles.
- Must be ISTQB-CTFL certified or have similar certifications.
- Experience with managing and working with offshore/onshore vendors, shared services, or delivery centers.
- Experience in ensuring own and others compliance to governance process.
- Certifications on ISTQB-CTAL Test Management, PMP, and ITILv4 are not required but are strong advantages.
- Must be willing to work onsite and be assigned in Makati/Ortigas.
