Position Description/Summary:
Tetra Tech is preparing to respond to an upcoming USAID solicitation for a new multiyear activity to support the Government of the Philippines (GPH) in fulfilling the country’s water security goals. Specifically, the expected activity will seek to foster more resilient communities, ecosystems, and economy through a set of complimentary activities including: 1) improving water service providers’ performance for increased access to sustainable WASH services; 2) enhancing institutional processes for accelerating water security at sub-national level; and 3) strengthening national water sector institutions, governance, and financing strengthened to enable scaling of actions to increase water security.
The COP will be responsible for leading all technical, financial and administrative aspects of the program and will coordinate closely with USAID in developing, implementing, and revising the project’s overall strategy. The COP will be the principal link between USAID, Tetra Tech, and other partners and provide overall strategic and technical guidance. S/he will be responsible for ensuring quality control and overall responsiveness of technical assistance provided under the contract. This is a full-time position based in Manila, Philippines for the life of the project (anticipated five years).

Responsibilities:
- Serve as the primary liaison with USAID/Philippines and Mongolia and activity stakeholders; represent the Activity and Tetra Tech with a diverse group of government, civil society and other local stakeholders.
- Adaptively respond to technical and administrative matters and adjust programming and activities in response to USAID’s technical direction in compliance with United States Government, GPH, and Tetra Tech rules and regulations;
- Provide leadership, management, and technical direction for the Activity, ensuring an integrated vision among different technical components and actors;
- Responsible for overall contract management, the timeliness of project execution, and quality control of deliverables;
- Provide Leadership and oversight to technical and administrative staff to ensure the development of high-quality deliverables and the provision of strong technical support to project partners.
- Master’s degree in civil engineering, economics, climate sciences, public administration, water resources management, business management, or other relevant fields;
- Minimum of 15 years of experience, 10 of which should be in international development programming, managing water sector programs in natural resource constrained environments, including: water utility (or other public services) management, water resources management, public sector reform, or water and wastewater infrastructure development activities;
- Minimum of 5 years of successful experience in leadership positions, equivalent to a Chief of Party, on medium to large-scale USAID-funded projects;
- Strong knowledge of USAID rules and regulations;
- Demonstrated ability to work effectively with senior national and local government officials, public interest and community groups, and private industry representatives;
- Previous relevant experience in Philippines and/or the Southeast Asia region;
- Fluency in written and oral English is required; Filipino is highly preferred.
