Job Summary
Jefferson County is seeking a Senior Construction Supervisors to perform work that involves planning, assigning, coordinating, and reviewing the work of 20-35 subordinate workers engaged in major construction involving new road construction, reconstruction of roads and road rights-of-way, resurfacing, culverts, bridges, sidewalks, stormwater drainage, and other public works construction projects assuring the proper and timely completion of all assigned projects. An employee in this classification exercises independent discretion in carrying out assignments however, they may coordinate with multiple supervisors on major projects when warranted. Their work is reviewed through daily work reports and verbal discussions with superintendents and inspectors. Senior Construction Supervisors' performance is reviewed through performance appraisals for adherence to federal, state, and local laws, policies, and procedures. This classification is distinguished from the Public Works Supervisor in that incumbents are over multiple districts or large public works projects involving larger budget responsibility.

Minimum Qualifications
To be considered for employment in this position, a candidate must possess the following:
- Class B CDL (You may be required to obtain a Class A CDL within 1 year by some jurisdictions).
- Experience supervising crews in various areas of construction, such as storm sewer construction and maintenance, street paving, road construction, park maintenance and construction, sidewalk and right-of-way maintenance and construction, and creek/ditch maintenance and construction.
- Experience in the use of materials and methods involved in at least one of the following: heavy road construction, roadway paving, repair, and installation of culverts and storm sewer pipes, repair and installation of storm sewer inlet/manhole covers, bridge maintenance, and construction, removal of non-native sediments from creeks, installation of commercial grade fencing and gates, and sidewalk construction and maintenance.
- Experience reading and interpreting construction plans/blueprints, (e.g., purpose of road construction or paving, construction of medians, handicap ramps, sidewalks, storm sewer pipe installation, or grading sites for parks or building sites).
- Experience with daily maintenance (fluid checks, blade checks, tire wear, etc.).
Preferred Qualifications are examples of experience and education considered to be highly desirable by hiring agencies.
- Experience supervising and managing construction crews of greater than 5 employees.
- Experience with ALDOT specifications and construction methods.
- Experience constructing bridge, asphalt/paving, concrete, grading, or drainage projects.
- Construction inspection experience.
- Experience in construction management and/or cost estimating.
Typical job duties include, but are not necessarily limited to:
- Performs administrative duties such as collecting and reviewing information, writing reports and managing the budget in order to maintain compliance with federal, state and county guidelines.
- Supervises staff by assigning and distributing work, directing staff in their job duties, monitoring progress of work, providing feedback and/or training.
- Plans and direct field work relating to the planning, construction and maintenance of various public works structures (e.g., roads, bridges, culverts, curbs, sidewalks, storm drains, catch basins, demolition).
- Attends various meetings on project progress and other issues that may arise.
- Computes the amount and cost of materials used for submission to upper management or purchasing, ensuring all information is correct.
- Coordinates with other departments, companies, etc. (e.g., Alabama One Call, ADEM, quarries, asphalt plants, vendors, etc.) to gather information regarding utilities, raise or lower utilities, order supplies, arrange for pick-up or delivery of materials, etc.
- Ensures each job has the needed personnel and supplies for daily tasks.
- Ensures the correct purchase order number is used for the appropriate accounts/expenditures.
- Estimates how much a job will cost based upon time spent, building materials, equipment, and labor.
- Maintains vehicle inspection reports each month.
- Assigns and distributes work to staff based upon departmental/division needs, deadlines and qualifications of personnel.
- Completes formal performance evaluations on subordinates and conducts individual feedback sessions to convey the evaluation information.
- Coordinates and/or approve staff requests for vacation time, holidays, and requests for overtime to ensure appropriate staffing levels.
- Coordinates with subordinate supervisors to plan employee schedules and timelines for completing various assignments.
- Counsels employees on issues such as personal problems, and work performance.
- Monitors progress on assignments at periodic intervals to ensure work is performed effectively and efficiently.
- Schedules subordinates’ work hours to ensure department is properly staffed.
- Assigns personnel and equipment to various jobs (e.g., building roads, widening intersections, sealing, patching, surfacing, grading, clearing, leveling, filling and excavating streets and alleys, laying pipes, repairing masonry, maintaining creeks and ditches, and/or building parks or ball fields) to ensure the project deadline is met.
