Organizational Setting and Reporting Relationship

The position of Director is assigned to the Procurement Division (PFP) within the Procurement, Portfolio and Financial Management Department (PPFD). You will be based at our Headquarters in Manila, Philippines.

You will report to the Director General, PPFD and will oversee assigned International and Local Staff.

Your Role

As a Director, you will complete a variety of tasks, covering all or a combination of the following functions: (i) lead the planning, implementation and supervision of the division's vision, goals, strategies and work program to support PPFD and ADB goals; (ii) help deliver the annual results-based work plan of PPFD; (iii) oversee staff management, quality of work, and ensure the achievement of objectives of the division; (iv) support external and internal relations, coordination and consultation initiatives for the department, including operational support to regional departments, resident missions and other departments; and (v) provide guidance on day-to-day operational issues and compliance with ADB policies.

You Will

  • Leadership and Strategic Management
  • In consultation with other PFP Directors, develop and agree on the procurement elements of the PPFD Roadmap, and procurement results-based workplan (RBWP) providing leadership in planning, implementing, and supervising and monitoring the quality of outputs and the achievement of medium- and long-term goals and shared objectives.
  • Provide leadership in professional and operational matters, taking the lead in contributing new or innovative approaches to policy and operational issues.
  • Participate actively as a key member of the PPFD management team in providing advice and suggestions to Management, Director General, PPFD, and other senior staff on the full range of PPFD products and issues.
  • Participate actively as a key member of PPFD management team in shaping and implementing continuous improvement in the implementation of the procurement framework and IT systems with focus on decentralization and delegation and defining new areas of PPFD focus to support ADB's overall goals.
  • Lead on and be accountable for the quality control and quality assurance of the procurement framework in assigned areas of operations.
  • Oversee the content, preparation, development, and publication of ADB's Annual Procurement Report.
  • In consultation with other PFP Directors, develop and maintain recruitment and staffing plans, including placement of procurement staff in ADB sector teams leading project processing and implementation and country teams leading country systems diagnostic and development.
  • Ensure that the knowledge framework and documents supporting the procurement function remain current and reflect emerging needs and best practices.
  • Procurement of Goods and Works
  • Oversee the support provided by assigned staff to sector and country teams in the assessment of Developing Member Countries (DMCs) procurement systems.
  • Lead and supervise the work of the assigned procurement specialists on transactional procurement reviews in the areas of project planning and implementation.
  • Engage as necessary with the Sectors Group, Regional Departments and other key stakeholders to resolve procurement issues consistent with ADB's procurement framework and ADB's duty of fiduciary oversight.
  • Lead on PPFD's response on specific procurement issues as assigned by DG, PPFD.
  • Consultants Selection and Engagement
  • Manage assigned staff undertaking the selection of consultants, including shortlisting, invitation to submit proposals, evaluation of proposals, price envelope opening procedure, Consultant Selection Committee meetings, and contract negotiations.
  • Provide guidance to staff in the preparation and review of ADB loan/technical assistance (TA) documents, terms of reference, consultant cost estimates, recruitment, and implementation procedures.
  • Operations Management
  • Supervise the assigned team's overview and support of project processing and supervision activities, management information on loan processing, administration, and reporting, to find solutions to procurement issues, overcoming delays faced with procurement during project implementation.
  • Supervise the Consulting Services Unit (CSU) and oversee ADB's consulting services processes, procedures and reporting, including Consultant Management System (CMS).
  • Oversee processing and implementation of TA for building institutional capacity in the procurement of goods, works and services, and project implementation in DMCs.
  • Participate actively in business outreach and business intelligence activities, including organizing seminars in member countries to promote ADB business opportunities among suppliers and contractors.
  • Approve procurement risk assessments, executing agency capacity assessments, procurement reviews for efficient implementation, and PPFD contributions to ADB's governance and anticorruption initiatives.
  • Internal and External Relations and Coordination
  • Actively and creatively build strong relationships with the full range of PPFD development partners, including other development institutions, and the private sector.
  • Coordinate with the World Bank, other international financial institutions, and industry on the harmonization of procurement and consultant policies, practices, and procedures, including amending existing practices and procedures and developing new practices and procedures, as necessary.
  • Ensure full and effective PPFD coordination and cooperation with other ADB departments, both operational and non-operational, and resident missions.
  • Act as procurement focal as assigned by DG, PPFD in engagements with the President and Board of Directors.
  • Divisional Governance
  • Initiate updates to ADB's Procurement Regulations, procurement manuals, guidance notes, staff instructions, project administration instructions related to consulting services and procurement.
  • Streamline project administration procedures and staff instructions, project administration manuals, procurement guidelines, etc. for the guidance of ADB staff and other users, and loan documents for project implementation procedures.
  • Maintain performance evaluation reports on consultants' performance for reference purposes in the selection of consultants.
  • Staff Supervision
  • Create and lead multidisciplinary teams and ensure the overall quality of their work.
  • Manage the performance of teams and individuals, providing clear direction and regular monitoring and feedback on performance.
  • Provide coaching and mentoring to staff and ensure their ongoing learning and development.
  • Provide strong and accessible leadership to the Division's staff, identifying, developing, and encouraging excellence in all aspects of the Division's strategic, operational, and analytical work.
  • Provide guidance and counsel to the Division's staff to resolve complex operational issues.

You Will Need

  • Master's degree, or equivalent, in Procurement, Business/Public Administration, Economics, Engineering, Finance, Law, or other related fields; or University degree in Business Administration, Economics, Engineering, Finance, Law, or other related fields and at least 10 years' specialized experience relevant to the position can be considered.
  • At least 15 years' relevant professional technical experience with a solid and proven track record in analyzing and structuring complex infrastructure procurement transactions resulting in practical solutions to clients.
  • Proven management and leadership abilities, with demonstrated performance in creating, motivating, and leading diverse teams of highly qualified professionals.
  • Outstanding analytical, communication, interpersonal and negotiating skills.
  • Detailed working knowledge of multilateral development bank (MDB) operational policies and procedures.
  • Familiarity with ADB's or other comparable MDB's current procurement and consulting services policies and procedures.
  • Ability to effectively interact with Board members, senior government officials, counterpart staff at all levels.
  • Broad experience in the processing and administration of variety of projects.
  • Excellent oral and written communication skills in English.
  • International experience working in several countries.

Additional Information

This is a fixed-term appointment for a managerial position, initially for a period of three (3) years, in accordance with para. 3.1(a) of Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years, allow it to expire, or reengage staff to their most recent technical international grade, [1] to optimally utilize the Staff's technical skills under either a Fixed-term Appointment with Option to Renew or a Fixed-term Appointment with Option to Regularize, with the salary range corresponding to that technical international grade. This decision will be made in the overall interest of ADB, based on factors including, but not limited to, ADB's medium- to long-term plans for the organizational unit, the relevance of the staff's skills to those plans, and the staff's managerial and behavioral competencies. There is no limit on the number of renewals up to the Normal Retirement Date. However, this appointment is not convertible to a regular appointment.
