Position Summary

IPA Philippines is looking for an experienced Associate Research Manager (ARM) to oversee studies under the Philippines Socioeconomic Panel Survey (PSPS). The ARM will manage a portfolio of 2-4 research projects, each with country office staff and field staff. The ARM will work closely with the various country office teams, lead researchers, as well as the Global Poverty Research Lab at Northwestern University to ensure that all related studies are aligned with IPA best practices. The ARM has the opportunity to support the Policy Manager in engaging implementing partners and stakeholders within the Philippine Government and beyond. In addition, the ARM will join discussions and contribute to the development of new projects, project development, policy outreach, and capacity building.

This position is based in Manila, Philippines with frequent travel to Western Visayas.

Responsibilities

30% Project Management

  • Ensure project adherence to overall project management timelines
  • Oversee financial management, including creation and monitoring of project budgets, and ensuring smooth integration of projects into IPA financial systems
  • Ensure that project deliverables, such as reports and financial statements, are submitted to donors and partners on time
  • Oversee compliance to all other project-related tasks and guidelines


30% People management

  • Directly supervise project research staff, and help with transitions, on-boarding of new research staff and maintaining institutional memory of project activities
  • Lead training on data management and general project management for new/incoming project research staff
  • Keep the Country Director apprised of all developments on the projects within their portfolio, and serve as a key link between the field office, project staff, and Principal Investigators;


30% Research Management

  • Ensure project adherence to general research design, sample selection, data management and general research protocols
  • Closely monitor project implementation
  • Regularly coordinate with research leads / principal investigators


10% Partner management

  • Work closely with the Policy Manager to inform policy partnerships and support the project development of new studies when needed
  • Support the dissemination of results via presentations and reports to academic and non-academic audiences
  • Attend regular meetings with local government officials and other partners to ensure success of programmatic activities


Qualifications

Required

  • Masters in economics, development, or a related field
  • At least five years of relevant experience:
  • Experience conducting social science or economic research
  • Background in randomized control trials
  • Extensive experience with data management and econometrics;
  • Experience supervising data collection and teams of field workers, designing surveys and implementing programs; experience in conducting field research in developing countries
  • Cultural sensitivity and demonstrated ability to work successfully with diverse constituencies;
  • Strong quantitative, budgeting and financial management skills;
  • Strong project management skills, with ability to multitask and juggle multiple projects at once;


Preferred

  • Advanced knowledge of Stata
  • Has experience working with governments
  • Experience with presenting research findings at public forums, including to non-research-focused audiences;
