Job Summary
- The Independent Credit Review Officer shall perform an unbiased assessment of the quality of the Bank's aggregate credit portfolio through an evaluation of individual credits and the Bank's credit procedures. This is in line with the requirements of the Credit Review Process under BSP Circular 855.
- Implements an independent and objective credit review process to a) determine that credits are granted in accordance with the Bank's policies; b) assess the overall asset quality, including appropriateness of classification and adequacy of loan-loss provisioning; c) determine trends and identify problems (e.g., risk concentration, risk migration, deficiencies in credit administration and monitoring processes.
- Employs an appropriate sampling methodology to determine the scope of credit review. At a minimum, credit review shall be conducted on all individual obligors with substantial exposures, and on a consolidated group basis to factor in the business connections among related entities in a borrowing group.
- Conducts credit review by evaluating credit management reports / procedures, examining completeness of credit files, and verifying if all loan approvals and other necessary documents have been obtained.
- Performs credit reviews in accordance with the Independent Credit Review Manual. Assessments shall be promptly discussed with the officers responsible for the credit activities and escalated to senior management.
- Submits reports to the Risk Oversight Committee (ROC) containing: results of the credit review for their appropriate action, status of implementation of ROC directives/mandates and/or corrective action in instances of unresolved deficiencies and breaches in policies and procedures, and resolved / corrected deficiencies.
- Keeps abreast of updates on BSP policies as stipulated in the Manual of Regulations for Banks (MORB) and Bank policies as specified in the Money Laundering and Terrorist Financing Prevention Program (MTPP) through circulars, required seminars/programs and adheres to said policies.
- Performs other functions as may be required.
- Bachelor's Degree, preferably a major in Business Administration, Economics, Accounting or Financial Management.
- Must have a thorough understanding of the internal guidelines and procedures to be able to determine applicability of credit policy requirements.
- Proficient knowledge of general policies governing credit accommodations and assets acquired, issued by the Bank and by other regulatory agencies (e.g., Bangko Sentral ng Pilipinas, Bureau of Internal Revenue, etc.)
- With more than five (5) years industry experience in banking operations specifically in areas involving credit management.
- Knowledge of banking practices as well as regulatory policies, systems and procedures.
