IFC’s Climate Business Department (CBD) is instrumental in implementing the Climate Change Action Plan. The Innovation and Business Development team within CBD focuses on working with the IFC’s and World Bank Group’s industries, sectors, and regions to uncover, nurture, develop and scale up cross-sector and multi-sector innovations that can help with climate adaptation and mitigation efforts. Current priorities being developed include methane reduction, sustainable cooling solutions, innovative and emerging renewable energy and storage solutions, circular economy, decarbonizing transport, agriculture and industries, and decarbonizing the built environment including buildings, cities, and industrial parks.

IFC has created a climate-smart cities tool called APEX Green Cities. APEX helps cities make decisions about the future of their energy, transport, water, and waste systems through providing valuable data insights that inform policy and investment options. The APEX software allows for assessing the resource requirements, greenhouse gas emissions impacts, costs, and payback periods of policies, investments, and planning measures. APEX Green Cities aims to increase public and private climate-related investment pipeline influenced by city-level policies and investment plans.

The IFC APEX Team works with client cities to conduct APEX analyses, and there are several upcoming city engagements. The output of an APEX analysis is a Green Cities Action Plan or a Climate Investment Opportunities Diagnostic. The analyses provide valuable insights regarding the future greenhouse gas (GHG) and resource impacts of the current investment pipeline, as well as identify other investment, policy, and planning opportunities in the city. In some cases, the IFC APEX Team continues working with the client city to go further with a pre-feasibility analysis on prioritized opportunities.

Roles And Responsibilities

IFC is seeking an Operations Officer to support the delivery of the Cities APEX Analysis for selected cities in Emerging Markets. The selected cities have been identified by the team as having potential for long-term partnerships with IFC and potential appetite for sustainable infrastructure investment. The staff will serve as the IFC’s APEX Green Cities coordinator for the program, coordinating with Consulting Firm/s and other STCs to collect the city level data and the APEX Global Team based in the US and Paris.

The Staff will support 1) the coordination and the collection of city-specific data on energy, transportation, water, and waste sectors for the selected cities; 2) the development of a high-level, indicative green cities action plan for each city to support further dialogues; and 3) the facilitation of meetings and workshops with city officials and relevant organizations.

Specifically, the APEX Operations Officer will be responsible for the following deliverables:

  • APEX Green Cities Project Coordination

The Staff Will Support Data Collection

  • Work independently and with the Consulting Firm to identify data sources and follow-up on data leads necessary to complete the APEX Analysis
  • Clean and translate data into an appropriate format so that it can be used in the APEX software; and
  • Ensure that consultants have tracked and reported all vital metadata, including data sources, data adjustments, and other essential characteristics (i.e., data year, geography covered, units, source contact information, etc.)
  • Prepare and monitor the Work Plans and budgets of the overall project, and adhere to approval processes (this will include liaising with Chief Industry specialist)
  • Identify potential Consulting Firms and STCs to provide support and review draft contracts/TORs and products (studies, reports, training, etc.)
  • Ensure effective liaison and maintain good communication with the APEX Team, IFC Cities leads and other World Bank Group staff
  • Maintain records on technical and financial aspects of project operation, including monitoring of project activities and their outcomes, as well as minutes, decisions and recommendations of meetings and workshops for support and guidance
  • Prepare timely and quality project progress and implementation reports
  • Cities APEX Analysis and Green Cities Action Plans

The staff will lead the development of the Cities APEX Analysis, as well as the green cities action plans, in collaboration with the APEX Global Team. The staff will consolidate all input and prepare the high-level, indicative green cities action plans for each city to support further dialogues.

  • Coordinate the country-level APEX scale-up

The staff will coordinate the expansion of APEX in priority countries, including South Africa, Mexico, Brazil, Turkey, Indonesia, and India. This work will involve identifying and supporting local consultants in each market, conducting a market scoping study to assess the local context and the enabling environment necessary for initiating an APEX country program. Following that, there will be a three-year scale-up program to support 6 to 10 APEX cities in each market.

  • Coordination with the APEX Global Team

The staff will arrange regular calls with the APEX Global Team to review the data quality and draft analysis, as well as identify investment, policy, and planning opportunities in the chosen cities.

  • Report on lessons learned

The staff will produce a brief report on the lessons learned and best practices discovered during the data collection and analysis efforts, which will be used to inform future APEX engagements.

Selection Criteria

  • A master’s level degree in urban planning/development or equivalent
  • Experience in coordinating the development of climate/green city action plans and climate investment diagnostic plans
  • At least 8 years of work experience
  • Excellent oral and written communication skills
  • Excellent interpersonal skills and demonstrated experience working with subnational governments
  • Experience in managing strong on-the-ground partnerships with subnational governments to facilitate client buy-in and project delivery.
  • Strong project management and team coordination skills
  • Extensive experience in the management of complex projects at national or regional levels
  • Strong management skills including ability to provide strategic guidance, technical oversight, develop workplans, and manage budgets and project expenditures
