Job Summary
The City of Birmingham is seeking to hire an Urban Design Administrator to maintain design standards and guidelines for the City through the development, review, and amendment of standards and guidelines for existing and to-be established areas. Urban Design Administrators also prepare and review public and private development projects for overall compliance with City and department ordinances, guidelines, and economic feasibility. Individuals in this job class support the City's revitalization strategies through a variety of urban design, historic preservation, architectural, landscape architectural, and planning activities. Urban Design Administrators supervise, train and coordinate the work of subordinate staff. Their work is performed under the direction of the Director of Planning and Engineering and is reviewed for adherence to policies and procedures.

Minimum Qualifications
The following are job-related qualifications that are required for employment consideration for this position:
Job is primarily sedentary involving sitting for long periods of time, but may involve occasional walking or standing for brief periods. May involve occasional light lifting of items or objects weighing up to 25 lbs.
Work Environment
Work is conducted mostly indoors in an office setting, with periodic field visits to external indoor or outdoor locations. Work involves use of standard office equipment, such as computer, phone, copier, etc.

- Possession of a valid driver’s license.
- Experience developing and/or reviewing conceptual plans and/or detailed construction plans and specifications for landscape architectural projects.
- Experience in the area of historic preservation and planning to include coordinating work with relevant agencies (e.g., Alabama Historical Commission, Birmingham Historical Society), conducting federally required historical reviews, developing and reviewing local historical districts and guidelines, and interacting with local historical review boards and committees.
- Experience in urban planning and design to include interacting with design and architectural review boards, developing and reviewing design guidelines and standards, and planning and design activities associated with public space (e.g., sidewalks, lighting, signage, streetscape).
- Experience coordinating and implementing economic development projects, urban renewal projects, catalytic development projects, and/or commercial revitalization projects targeted at attracting private and non-profit investments.
- Supervisory experience to include conducting performance appraisals, making selection decisions, assigning duties to subordinates, and handling or making recommendations regarding disciplinary action.
- Experience managing programs related to planning, community/economic development, or urban design/renewal (e.g., developing the program budget, monitoring project budget and project activities, reporting to the appropriate authority, providing direction to program staff).
- Maintains the design standards and guidelines for the city through developing, writing, and reviewing standards and guidelines for existing or to be established areas, updating design standards, and collaborating with staff to ensure functionality of design standards.
- Manages various programs and projects by establishing goals and timelines, delegating responsibilities, reviewing work, collaborating with directors, section heads, and program staff, and assisting staff with projects.
- Participates in the development of strategic plans for the department, and creates and implements strategic plans for specific department sections by reviewing data, meeting with staff, establishing goals and actions plans, and measuring outcomes of action plans.
- Supervises staff by assigning and distributing work, directing staff in their job duties, monitoring progress of work, providing feedback and/or training.
- Prepares, monitors, and administers departmental or organizational budget by reviewing spending trends, expenditure reports, analyzing financial data and ensuring expenditures are within annual budgetary limits.
- Attends various meetings including commission meetings, department meetings, community events, and professional meetings to represent the department/section.
