Job Summary
Jefferson County is seeking to hire an Environmental Services Asset Manager to be responsible for the development and maintenance of a fully optimized Enterprise Asset Management (EAM) Program, including enterprise-wide strategic planning and the administrative and technical duties of program coordination and implementation. This position oversees the development, training, and implementation of asset management processes and practices. The Environmental Services Asset Manager reports to the Deputy Director of Environmental Services.

The following are job-related qualifications that are required for employment consideration for this position:

Job is primarily sedentary involving sitting for long periods of time, but may involve occasional walking or standing for brief periods. Work Environment
Work is conducted both indoors in an office setting as well as during regular field visits to external construction sites, water treatment facilities, and other facilities related to environmental services. Work involves use of standard office equipment, such as computer, phone, copier, etc.

- Valid driver's license.
- Work experience supervising or working in a lead capacity in a GIS, IT, or Engineering environment to include training and reviewing work of coworkers or staff.
- Work experience creating and editing (e.g., creating/editing fields, setting dropdown options, programing with SQL or Oracle) in GIS databases (Esri, ArcGIS, MapInfo).
- Work experience developing parameters for the evaluation of assets (e.g., sewer line inspections, pump stations, treatment facilities) and the probabilities of outcomes (e.g., likelihood of failures, consequences of failures) related to asset management.

- Asset Management Certification (e.g., Institute of Asset Management, CTAM).

- Experience conducting post-failure analyses for public and/or private assets.
- Experience measuring and evaluating asset performance (i.e., level of service) for public and/or private assets.
- Documents and/or oversees the collection of data, management of data, and providing professional and technical support to staff for the Enterprise Asset Management System(s).
- Manages the daily operations of Enterprise Asset Management Systems by developing departmental policies and procedures, communicating information related to departmental activities and providing professional and technical guidance and support to staff.
- Reports on the Enterprise Asset Management System(s) by overseeing the reporting of data, communicating information related to departmental activities, and providing professional and technical support to staff in order to provide services to and maintain relationships with jurisdiction-wide departments/personnel and outside Inter-Governmental entities.
- Engages in activities designed to ensure professional development, awareness of developments in the field, and knowledge of relevant practices, rules, laws, policies, and/or guidelines.
- Oversees the management of projects by monitoring the progress of work, coordinating necessary resources, and ensuring adherence to project outlines and specifications using established budgets and schedules in order to complete projects according to established objectives.
- Prepares requests for proposals and bid specifications for Enterprise Asset Management by reviewing current system needs and budget information in order to obtain bids from vendors for products and/or support for asset management.
- Manages the procurement and use of Enterprise Asset Management software by evaluating equipment and service needs, participating in vendor selection committees and providing recommendations for vendor selection/products to be purchased in order to ensure that the operational needs of the department/jurisdiction are met.
