The cost estimator is responsible for forecasting the overall project costs prior to implementation using internal project cost databases, industry publications on construction costs and own research. He/she coordinates with the CAD Operator to quantify each item of work and the Project Schedule to forecast cash flow throughout the project duration.

Essential Functions:

  • Prepare and manages cost estimates for international capital project works.
  • Gathers information and maintains unit cost rate databases through liaison with discipline leaders, contacting industry providers, procuring relevant publications, visiting site locations and other means to develop accurate project cost estimates.
  • Quantifies all elements of project works, in coordination with the CAD Operator, to prepare bills of quantities in order to build up cost estimates.
  • Understands the project scope, appropriate construction methods and influencing conditions prior to preparing a project cost estimate.
  • Identifies and recommends appropriate contingencies based on information gaps and unknowns.
  • Clearly outlines project specific assumptions, risks and opportunities affecting the cost estimate.
  • Refines cost estimates and adjusts contingencies throughout the various project stages as more information becomes available.
  • Assists with determining the impact on project costs due to any scope changes or other events.
  • Reviews supply contract documents and commercial terms to ensure compliance with the project cost estimate assumptions.

Job Requirements and Competencies

a. Skills and Abilities:

  • Proficient with Microsoft Office Suite.
  • Ability to communicate effectively, orally and in writing.
  • Ability to thoroughly think out and evaluates alternatives, innovative problem resolution, pro-active approach, initiative to resolve problems
  • Ability to work with little direction and supervision, timely completion of projects, makes time for unplanned assignments, adapts to changing priorities
  • Organized thought processes, polite and respectful of others, adapts presentations to the audience
  • Perceived fairness, tolerance, honesty, consistency in application of policies and procedures.

b. Knowledge and Experience:

  • At least 8 years of cost estimating experience in civil and/or heavy industrial engineering.

c. Professional Qualification and Training:

  • Bachelor’s degree in civil engineering or closely related field.
