Health Safety and Environment (HSE) Head/Practitioner
About the Role
M Moser Associates is seeking a highly skilled and proactive HSE Head/Practitioner to lead health, safety, and environmental initiatives across our projects. This role is essential to ensuring a safe workplace, compliance with regulations, and the promotion of a strong safety culture within the organization. The ideal candidate will work closely with project teams, clients, and regulatory bodies to develop, implement, and oversee HSE policies and procedures.
Key Responsibilities
- Develop, implement, and maintain health, safety, and environmental policies and procedures in compliance with local and international regulations.
- Conduct risk assessments, site inspections, and audits to identify potential hazards and implement corrective actions.
- Provide HSE training and awareness programs to employees, contractors, and stakeholders.
- Ensure compliance with OSHA, ISO 45001, ISO 14001, and other relevant standards.
- Investigate incidents, near misses, and workplace accidents, and recommend preventive measures.
- Develop emergency response plans and lead drills to ensure preparedness.
- Maintain accurate HSE records and reports for audits and regulatory compliance.
- Collaborate with project managers, engineers, and construction teams to integrate HSE best practices into daily operations.
- Serve as the primary contact for regulatory agencies and external auditors.
- Promote a culture of safety, sustainability, and continuous improvement within the organization.
- Identifying and assessing health, safety, and environmental risks that could arise during the process. This involves evaluating hazards like structural instability, electrical work, material handling, and noise pollution, among others
- Ensuring the project complies with local and national health and safety laws, environmental regulations, and any relevant industry standards. This includes reviewing building codes, waste disposal rules, and occupational safety laws.
- Developing and implementing site-specific safety plans, procedures, and emergency response protocols. This can include preparing for site-specific risks and ensuring all personnel know how to handle emergency situations (e.g., fire, structural collapse).
- Conducting safety inductions and training programs for workers, contractors, and site visitors to ensure they understand the safety protocols. This includes proper use of personal protective equipment (PPE) and machinery.
- Regularly inspecting the site to ensure safety measures are being followed. Conducting audits to monitor compliance with health and safety procedures and making adjustments when necessary.
- Preparing HSE reports, accident logs, and performance metrics for project management or regulatory bodies.
- Managing waste, emissions, and noise to minimize the environmental impact of the work. This may include promoting recycling and sustainable practices on-site.
- In the case of any accidents or near misses, conducting thorough investigations to determine root causes and implementing corrective measures to prevent recurrence.
Requirements & Qualifications
- Bachelor’s degree in Occupational Health & Safety, Environmental Science, Engineering, or a related field.
- Professional certification (e.g., NEBOSH, OSHA, CSP, or equivalent) is preferred.
- Proven experience as an HSE Head/Practitioner or similar role in the construction, engineering, or industrial head.
- In-depth knowledge of HSE regulations, compliance requirements, and best practices.
- Strong leadership and communication skills to influence and train personnel at all levels.
- Ability to analyze data and generate reports to drive safety improvements.
- Experience in incident investigation, root cause analysis, and corrective action implementation.
- Ability to work in diverse environments and conduct fieldwork as required.
- Proficiency in HSE software and reporting tools is an advantage.
