Responsibilities:

Project controls System implementation:

  1. Implement, manage, and maintain the project control standards, procedure, process, and process flow to ensure the successful delivery of the project.
  2. Collaborate with the project and the contract managers ensuring the effective integration of scheduling, cost control, risk management, and standard reporting tools.

Planning and Scheduling:

  1. Lead the project planning during the project execution stage.
  2. Maintain the developed standard work breakdown structure for the project schedules.
  3. Establish the effective coding structure for the project scope of works, assigning the coding structure to the project schedule and the cost management tool to synchronize the schedule (WBS) and the cost (CBS).
  4. Responsible for maintaining and updating the overall project-integrated schedule aligned with the overall project timeline.
  5. Overseeing the review and integration of contractor’s schedule including the milestones, interface requirements, obligations, key deliverables, and critical path activities.
  6. Facilitate the project teams to review and approve the project schedule, set as baseline, and integrate into the master integrated schedule. Ensure to track progress against the baseline schedule.
  7. Implement the standard schedule review, approval, and schedule change management system.
  8. Responsible for monitoring schedule status reviews, analysis of schedule trends, and formulation of recommended corrective actions to the project team.
  9. Assisting the project/contract manager with the recovery plans, look ahead plans and critical path monitoring.
  10. Conduct the schedule review meeting with individual project teams and highlight the area of concern, providing early warnings regarding the delays.

Cost management:

  1. Implement the cost management system in accordance with the ACEN TSI project controls standards.
  2. Establish the effective cost breakdown structure (CBS) and cost controls for direct costs and indirect costs to the project.
  3. Maintain detailed cost monitoring for the project using the Construction Budget Monitoring Tool.
  4. Facilitate the budget review meeting with the development and execution teams highlighting the budget deviations.
  5. Lead the cost review meetings with the project teams and the contractors to identify the cost variance, potential liabilities, and any unforeseen expenses.
  6. Analyze cost data to identify variances and trends, provide recommendations for cost optimization and maintain a cost-to-compete forecast, reporting deviations, trends, and changes.
  7. Assessing the total project estimated cost to complete and estimate at completion cost of the project.
  8. Collaborate with the contracts team to support the EOT claims assessments.
  9. Establish earned value management (EVM). Ensure the project cost captured in the schedule is accurate.

Risk management:

  1. Implement the risk management system in accordance with the ACEN TSI risk management standard, process, and templates to the project team, and the contractors to maintain consistency.
  2. Lead the risk review meetings and record the identified risks per package, integrate each package risk into the overall project risk monitoring system.
  3. Report significant project/package risks to the Project Manager/Director and other key stakeholders.
  4. As a matter of priority, regularly assess project risks and recommend measures to minimize their impact on project outcomes.

Reporting and Analysis:

  1. Implement the standard progress tracking system for all the packages to measure the overall project progress.
  2. Ensure the project schedule reflects the realistic project plans, indicating the potential risks, dependencies & constraints.
  3. Establish the overall project progress tracking system and ensure the progress is updated regularly.
  4. Analyze the plan vs actual progress, review the forecast completion dates of each package, and assess the impact of the overall project timeline.
  5. Support the project manager in preparing the overall monthly progress report
  6. Review the planning and scheduling reports for the different contractors, highlighting the area of concern to the Project Director/Manager.
  7. Ensure the project teams follow the ACEN TSI standards set by the project controls department.
  8. Identify the critical path activities of each package and the overall project that could potentially delay the project and report to the Project Director/Manager.
  9. Identify and quickly resolve potential scheduling conflicts, resource requirements, and other operational disruptions with the project teams.
  10. Work with project teams and relevant departments to address the delays, providing mitigation strategies and corrective actions wherever needed.
  11. Develop and measure each package and overall project key performance areas and indicators related to scheduling efficiency and productivity.
  12. Develop and maintain the dashboard reports and maintain the database.
  13. Provide regular status updates of the project to the functional department manager (ACEN TSI – Head of Project Controls).
  14. Facilitate communication across functional teams to ensure integration with the standards, process, procedures, templates, and any new initiatives.

Requirements:

  • Degree in Engineering, preferably Civil, Mechanical, Industrial or Quantity surveying.
  • Minimum 7 to 10 years of work experiencein project controls, preferably in the renewable energy or construction industry of large power generation projects.
  • A minimum of 7 years of site construction or on-field experience would be highly preferable.
  • Strong knowledge of Project Controls/Project Management.
  • Strong knowledge of MS office (preferably in MS Excel).
  • Strong knowledge of Primavera P6 is required.
  • Strong knowledge of scheduling, construction cost management, and risk management.
  • Strong analytical and critical thinking skills.
  • Excellent interpersonal and communication skills with the ability to negotiate and connect with different individuals.
  • Ability to work independently and as part of a team.
  • Sound problem-solving techniques and skills.
  • Renewable energy project experience is preferred.
  • SAP and Maximo work experience is nice to have.
  • This position may require frequent travel to the project site to ensure execution progress and alignment with the site team.
