Organizational Setting and Reporting Relationship

The position of Senior Workplace Management Specialist is assigned to the Workplace Management Unit (CSWH-WM) Division within the Corporate Services Department (CSD). You will be based at our Headquarters in Manila, Philippines.

You will report to Director, CSWH and will oversee Junior team members.

Your Role

As a Senior Workplace Management Specialist, you will, in compliance with internal and industry controls, guidelines and codes, manage the implementation and operation of design, space and workplace programs for ADB space portfolio and workplace at Headquarters (HQ). You will lead assigned HQ capital expenditure (CAPEX) design, space master planning, and project management related to the implementation of the HQ Renovation Program such as Facility Renovation and Improvements, Building System Modernization, Workplace Transformation, and creation of new spaces and structures at HQ.

You will guide and oversee associated design and project quality assurance, controls, and CAPEX costs in carrying out their assigned programs. You will lead engagements with stakeholders and collaborate with CSWH's space, capital projects, operations, compliance and sustainability, and hospitality teams, and lead partnerships with related third party professional firms for their assigned projects.

You Will

  • Act as CSWH subject matter expert for industry and international best practices for creative and detailed design, space master planning, technical specifications and guidelines, and related program management.
  • Lead in developing, documenting, and updating of flexible and sustainable solutions and standards for ADB's workplace space, design, products (furniture, fixtures, signage/branding, finishes) and workplace CAPEX programs.
  • Act as CSWH focal for leading the reviews and endorsements of internally- and third party-generated designs and specifications with the Director, CSWH and assigned CSWH project managers.
  • Provide functional and technical input and validation on the feasibility, compliance, suitability, completeness, and accuracy of detailed design, specification used in bid documents and procurement processes for multiple CAPEX projects based on ADB guidelines and international and local industry best practices and codes.
  • Lead engagements with internal stakeholders and related third party specialist firms on assigned activities.
  • Lead and carryout space programming, reviews and scenario modelling for functional requirements, space and design (including workplace products) solution development plans for assigned activities of CAPEX projects.
  • Assure technical suitability, feasibility, and operability of proposed and implemented capital expenditure project solutions.
  • Administer and monitor the implementation of technical space, design, and workplace specifications, quality assurance and controls, contracts, budgets, and monitoring progress of capital expenditure program implementations.
  • Establish and maintain an updated register of documents and information management related to space, design, and workplace specifications and standards for the assigned CAPEX programs.
  • Develop training and knowledge sharing for the assigned CAPEX programs, across the division and other stakeholders as applicable.
  • Support ADB functional and project managers in engaging and influencing internal stakeholders and managing the change process for using established and newly developed designs, standards, and guidelines.
  • Deliver assigned CAPEX programs per agreed scope, design, schedule, budgets, and stakeholder experience.
  • Perform other duties as assigned and reflected in the incumbent's work plan.

You Will Need

  • Master's Degree, or equivalent, in Architecture, Interior Architecture, or Interior Design; or University degree in Architecture, Interior Architecture, or Interior Design; and at least 5 years specialized experience relevant to the position can be considered
  • Registered Professional accreditation holders advantageous.
  • International relevant working experience in several countries is necessary, preferably in the Asia and the Pacific region.
  • At least 10 years' experience working in leading international and specialist space, design, and workplace consultancy firms based in the Asia region is essential, with direct senior responsibilities for leading best-practice architectural interior design, alternative workplace models designs, space master planning, space blocking and stacking, furniture, finishes, and workplace programs, delivering related-projects for private and public clients, across several industry sectors, and covering large-scale corporate workplace and hospitality environments.
  • Expertise and skills in project management, especially in design, space, and workplace management.
  • Demonstrated analytical, negotiation, interpersonal, and stakeholder management skills developed in a multicultural business environment.
  • Experience in CAD and related computer applications for design and space planning.
  • Demonstrated people management skills including mentoring skills for senior and junior direct and indirect reports.
  • Commercial experience, with budget, technical, and vendor management capabilities.
  • Excellent skills in creative presentation, and written and verbal communication in English.

Additional Information

This position is funded by a temporary funding source (e.g., a trust fund, financing facility, or capital expenditure budget) and therefore, the renewal of the appointment and its duration are subject to the availability of the funding source.

This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 ("Recruitment and Appointment'). This appointment is not convertible to a regular appointment. At the end of the initial period, this appointment may be renewed for a period of up to three years, or not renewed. There is no limit on the number of renewals. This appointment is open to internal and external applicants.
