The Real-time Payments Platform Development Officer assists the Real-time Payments Platform (RTPP) Management Head in maintaining the practicability and the viability of the business model of the RTP Platform, and supports the development, testing, deployment, monitoring and management of the RTP Platform to promote enrollment and usage of the services it supports.

Responsibilities

  • Ensures that System Access Documentation is updated at all times
  • Ensures that System Access Rights documents and procedures are strictly enforced
  • Safekeeps of logical and physical keys for systems owned, if applicable
  • Provides strategic direction and initiatives to promote usage of the real-time payments platform services
  • Handles general platform administration and management of the real-time payments
  • Announces scheduled downtimes and inform extraordinary incidents to the platform’s stakeholders
  • Develops platform policies and procedures in support of operations, sales, customer service, audit and technology
  • Monitors availability and performance of platform-related projects and deliverables
  • Monitors platform performance such as enrollment, usage and efficiency in support of revenue and cost initiatives.
  • Reviews and update of UTCs to ensure proper billing to Product Units
  • Does continuous risk assessment to ensure transactional security and compliance to standards, e.g. platform management, information security and regulatory
  • Supports user training, education, tutorial and orientation about the platform and its services
  • Liaises with Marketing for PR initiatives and rollouts
  • Performs day-to-day platform support for inquiries from internal units, problem resolutions, special-handling clients, branch coordination/communication, etc.
  • Liaises with internal and external contacts, if any, to ensure proper coordination and timely delivery/implementation of projects
  • Formulates and recommend changes and implement guidelines, policies and procedures concerning functions and system support to ensure efficient use of technology resources
  • Ensures compliance to Information Security policies, procedures and work instructions contained in the Information Security Manual
  • Ensures that agreed turn-around times (TAT) are met for the processing of access maintenance requests being handled by the department
  • Ensures compliance to internal and external audit and other regulatory institutions
  • Manages platform development by introducing and planning new features, concepts and enhancements, supported by business cases and financial justification
  • Acts as Enterprise Project Manager (EPM) for Platform-initiated projects
  • Reviews of business requirements to ensure consistent customer experience and endorse it to Systems and Projects for technical development.
  • Analyzes market and provide competitive analysis by performing a competitive scan to ensure continued superior and relevant menu of offerings of the platform
  • On-boards of new products and services as well as enhancement to existing services which includes review of requirements prior to endorsement for implementation by Systems Integration Department
  • Reviews of technical design including UI and flow to ensure a swift and hassle-free experience for client
  • Conducts regular performance appraisals of subordinates
  • Performs Personnel Administrative Functions
  • Acts as backup of the Real-time Payments Support Head (if needed)
  • Implements Special Projects as needed
  • Perform all other related functions which may be assigned by the Division/Department Head

Qualifications

  • Bachelor’s degree in business or other business/finance/IT related course is preferred
  • Must have at least 2 years of related experience
  • Must have knowledge in Project Management
  • Must have knowledge in Risk Management and Compliance process
  • Must have knowledge in Budget control methods, policies, and procedures
  • Must have knowledge in Data and access management policies and procedures
  • Above-average communication skills
  • Proficient in oral and written communication
  • Able to lead and motivate a team
  • Able to apply sound problem-solving techniques to various situations
  • Organized and can work effectively
  • Can provide coaching and mentoring to subordinates
