Egis Projects Philippines (EPPI) is a global market leader in delivering turnkey solutions for collecting toll electronically on highways.
EPPI is embarking on designing and developing a commercial back-office system (CBO) dedicated to managing subscriber’s accounts (predominately pre-paid accounts) and processing incoming chargeable events resulting in debiting prescribed charge amount from subscriber’s accounts. Initially, the CBO will manage 4 million subscriber accounts, and at least 750,000 daily chargeable events.
EPPI is looking for a highly experienced and passionate software / product development manager to lead / support our CBO development, to meet EPPI’s Client need and Philippines toll market demand.
Preferred candidates shall have worked as software developers and have moved into software development management roles and have successfully managed the development of at least 2 large products of similar CBO’s features, size and complexity. Candidates with firsthand knowledge of building products for external client that are user-centric and involving large customer base.

- Building systems in the cloud, preferably AWS.
- Overseeing and coordinating detailed planning and execution of the CBO subproject, which is part of a larger turn-key Scheme solution which EPPI is delivering. This includes:
- Front end and backend software design and development,
- Documenting CBO design,
- CBO code review and unit testing,
- Internal and external CBO interfaces integration,
- Deployment on AWS platform,
- CBO acceptance testing stages,
- Legacy system data migration,
- CBO shadow run strategy and implementation,
- CBO go live process, including switching over legacy external interfaces to CBO,
- Post CBO go live monitoring period, including:
- SL & KPIs monitoring and recording,
- Implementing required adjustments and enhancement,
- Prioritizing development requirements as necessary.
- Ensuring CBO capabilities comply with PCI- DSS and cybersecurity requirements, national financial regulations,
- Developing and maintaining exhaustive CBO implementation plans and schedule,
- Proactively assisting Scheme Project Manager with identifying and addressing internal and external topics potentially impacting CBO and Scheme design, development, testing, deployment, and acceptance, either positively or negatively,
- Proactively developing great understanding of the end-to-end journey that the Scheme users will take when interacting with the CBO,
- Developing deep understanding of anticipated Scheme user needs, pain points, and satisfaction, including leveraging existing legacy data and evidence, and deducts the problems the CBO must solve for Client,
- Ensuring the CBO solution covers whole problem for Scheme user, including across the interoperability and enforcement boundaries,
- Ensuring consistency across all CBO and user communication channels.
- Ensuring that CBO suppliers and service providers are in overall compliance with agreed schedule, budget and contracted service level agreements.
- Being the commercial back-office expert, demonstrating Scheme user-centric approach,
- Liaising with EPPI’s Client for:
- Ascertaining CBO software requirements and EPPI Client overall Scheme operational strategy and objectives,
- Presenting, discussing and getting approval of CBO design,
- Planning and implementing integration with EPPI Client’s ERP (SAP4HANA),
- Planning and implementing integration with existing legacy service providers,
- Planning and implementing integration with other external interfacing parties,
- Proactively raising key CBO topics, feed the discussions with expert analysis and advice, and promoting low risk solution options that are both effective and timely,
- Ensuring EPPI’s Client always knows the status of CBO progress and any roadblocks,
- Planning and executing the support to EPPI Client for transferring CBO operators and customer service representatives from legacy to CBO, and their training activities,
- In coordination with Scheme Testing Manager, planning and implementing:
- CBO alpha testing,
- CBO private beta testing, including identifying, preparing and monitoring testing participants, and
- CBO public beta testing.
- Ensuring CBO design and development is Scheme user focused, providing accessible service and consistent with EPPI Client’s Road Network user experience,
- Tracking CBO implementation progress against the CBO implementation schedule,
- Managing and evaluating CBO team members’ performance on a daily basis, and enforcing accountability of CBO workstream team leaders and members for meeting the key CBO schedule dates, with the required quality level,
- Tracking and documenting the delivery of each EPPI Client’s requirements related to CBO into the Schem project schedule,
- Timely engaging internal and external CBO interfacing parties, to plan and implement the full CBO integration processes,
- Defining and monitoring measurable CBO implementation progress and quality indicators on each key workstream of the CBO implementation,
- Overseeing the CBO software development process and ensuring adequate code review, and unit testing is carried out, and liaising and supporting Scheme testing team in the preparation of the CBO for each acceptance testing stage,
- Ensuring up to date training for CBO software development team, and availability of necessary tools.
- Ensuring CBO subproject’s knowledge is captured, including explicit and implicit knowledge.
- Bachelor’s degree in computer science, IT, systems engineering, software engineering or a related field,
- Master’s degree preferred,
- Certification in project management is a plus,
- At least 5 years of hands-on software development experience,
- At least 10 years of experience in managing, mentoring, and leading software engineering teams,
- Proven, successful track records in project managing the design & development of back-office systems (at least 2 large projects completed successfully) that are:
- Featuring similar size and complexity to the CBO’s,
- Featuring high availability and disaster recovery solutions,
- Serving at least 1M customer-base,
- Processing at least 1M events per day,
- Processing customers payment, predominantly payment card and EFT,
- Offering diversity of user communication channels, including call center, web services, social media and mobile apps,
- Demonstrating compliance with PCI-DSS and cybersecurity,
- Ability to attract, hire, and maintain a team of talented software developers,
