Purpose Of Consultancy
You will support the effective management of the UNFPA programme through finance management. Mainly you will work with both the programme and Finance team to ensure timely planning, implementation and reporting of financial resources. You will support the management and coordination of the Harmonized approach to cash transfers (HACT) assurance activities
Scope Of Work

6 months consultancy, with expectation of extension
Place Where Services Are To Be Delivered
UNFPA Country Office - Mandaluyong Metro Manila
Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):
This is a full time consultancy (Monday - Friday)
Monitoring and progress control, including reporting requirements, periodicity format and deadline:
The monthly accomplishment report, along with a certification of payment (COP) with details of the work completed and challenges encountered to be submitted by the 5th of every month.
Supervisory Arrangements
The Finance IC will work under the overall supervision of the International Operations Manager and the direct supervision of the Admin and Finance Associate. The IC will also collaborate closely with the Programme and Finance team in the Philippines Country Office.
Expected Travel
Occasional travel depending on need i.e. workshops, visits to the IPs e.t.c
Job Requirements
Required expertise, qualifications and competencies, including language requirements:
First level university degree, preferably in business administration, office management, accounting, finance or other relevant fields. CPA is an advantage.

Purpose Of Consultancy

Scope Of Work

- Finance and Accounting Services
- Process vouchers for payment in accordance with UNFPA Financial Rules and Regulations. Ensure charts of accounts used and computations are accurate, with complete supporting documents
- Conduct monthly reconciliation of accounts and promptly report any discrepancies to the supervisor for timely action.
- Review IP work plans against the finance operational review checklist to ensure accuracy and compliance.
- Monitor the Operating Fund Accounts (OFA) and provide updates to SMT and relevant staff
- Assist in timely preparations of donor financial reports
- Support in facilitating the mid-year and year-end account closure processes.
- Take other related tasks as assigned by the supervisor
- HACT Assurance activities both financial audit and spot check
- Support the development of annual HACT assurance plan, implementation, monitoring and reporting of the planned activities
- Coordinate with the CO programme team and the auditors for timely implementation of planned HACT activities
- Support the analysis of IP HACT assurance activities results to inform the IP management approach and capacity building activities.
- Support the monitoring of IPs implementation of corrective and preventive measures resulted from assurance activities including follow-up on action plans to ensure compliance
- Work with HACT colleagues from other UN agencies to support the execution of HACT assurance activities within the UN
- Provide support to the IPs on financial management of UNFPA funds.
