The Head of Technical Services LBE primary function is to manage and oversee the day-to-day operation of the Technical Services of Land Based Equipment of PSACC. The incumbent ensures all the Land Based Equipment used in CY and Terminal runs smoothly, efficiently and safely, and fosters interdepartmental collaboration, managing internal customers, stakeholders, and vendors.
Manages, monitors and oversees the operation of Technical Services
Ensure that all the repair, maintenance and troubleshooting of all LBE of PSACC runs smoothly, efficiently and safely.
Ensure that the Technical Services LBE KPI are being achieved by monitoring and updating all the necessary reports.
Ensure an effective and proper leadership role in TS LBE fostering a positive work environment and aligning the team with the organizations goals and objectives.
Manages, monitors and oversees the operation of Technical Services
Ensure that all the repair, maintenance and troubleshooting of all LBE of PSACC runs smoothly, efficiently and safely.
- Oversee the team by conducting daily update reports from TS LBE Leads (Maintenance Engineers, Maintenance Supervisors and other team leads) and provide guidance and support to team members as they execute maintenance and repair activities
- Review the maintenance schedule and prioritize tasks based on equipment usage, criticality, and operational needs. Adjust priorities as necessary to respond to unexpected breakdowns or urgent requests.
- Address technical issues and challenges that arise during equipment inspections and repairs and collaborate with the team to troubleshoot and find solutions to equipment problems.
- Manage the allocation of manpower and resources to various maintenance and repair tasks and adjust staffing levels or resource allocation based on workload and project requirements
- Communicate with equipment suppliers, manufacturers, and service providers regarding spare parts orders, technical support, or scheduled maintenance visits
- Enforce the safety procedures and protocols, security measures, and regulatory and environmental compliances needed in the department ensuring safety, security and environmental compliance.
- Develop and maintain emergency response during unexpected events and improve and update these protocols if necessary and accordingly.
- Monitor expenditures and ensure that the department stays within the allocated budget and approve purchase requisitions and invoices as necessary.
- Oversee that all equipment maintenance, repair and troubleshooting records are complete, compiled and updated.
- Monitor and oversee equipment repair instruction manuals and guides.
- Foster strong and positive relationships with stakeholders, clients and partners and address concerns if any.
- Maintain LBEs operational efficiency and its longevity to support operational requirement
Ensure that the Technical Services LBE KPI are being achieved by monitoring and updating all the necessary reports.
- Monitor and provide reports to senior management and key stakeholders such as monthly maintenance reports, downtime reports and analysis, equipment reliability, safety incidents, inventory, among others.
- Collaboration and coordination of Maintenance and Equipment plans, schedules among others.
- Other reports that are needed by the top management.
- Check, validate, and approve all the requests such as Purchase Order, Purchase Request and other documents (online or hardcopy) necessary to the smooth and efficient operation of Manila Shore Department
Ensure an effective and proper leadership role in TS LBE fostering a positive work environment and aligning the team with the organizations goals and objectives.
- Develop and communicate the PSACC vision and strategy of the Technical Services LBE to the whole team and ensure that the team members understand the long-term goal and objectives.
- Maintain open and transparent communication with the team and senior management and stakeholders.
- Recruit, train and develop a skilled and motivated team, setting clear expectations and performance goals, provide regular feedback and coaching and promote a culture of accountability, teamwork and continuous improvement.

- Candidates must have a college degree in mechanical engineering, electrical engineering or other related technical discipline.
- A masters degree is an advantage
- Preferably with 10 or more years working experience in ports, logistics, and other related industries.
- Extensive technical knowledge of land-based equipment used in port and container yard operations.
- Proficiency in various types of equipment and familiarity with the unique challenges and requirements of the industry
- In-depth understanding of maintenance practices, equipment diagnostics, and troubleshooting.
- Strong leadership, management, conflict resolution skills
- Exceptional problem-solving skills and attention to details.
- Extensive knowledge and hands on experience in mechanical, electrical and hydraulic system on any heavy equipment machineries
