The HR role Specialist plays a vital role in driving HR operations and administrative functions within Monroe Consulting Philippines. This position is responsible for ensuring a positive and compliant workplace through effective employee relations, timekeeping, benefits administration, payroll processing, training, policy implementation, talent acquisition, and health and safety initiatives.

Key responsibilities include managing internal payroll, supporting onboarding processes for both internal and client teams, maintaining accurate employee documentation, and helping foster employee engagement through wellness programs and continuous improvement of HR practices. The role also supports junior HR staff and contributes to shaping a strategic and efficient HR environment.

  • Handle Timekeeping, Benefits Administration, Employee Relations, HR Policy and Compliance, Training and Development, HRIS management and vendor management, Health and Safety, Onboarding and Offboarding, Recruitment and Staffing, HR administrative tasks.
  • Handle internal end-to-end payroll processing of Monroe Consulting Philippines
  • Supports and executes activities related to the disbursement of payroll for employees of assigned payroll clients.
  • Interacts with clients daily to obtain updated payroll data including salary adjustments, garnishments, special payments, tax allocations and employee deductions.
  • Manages workflow to ensure all payroll transactions are processed accurately and timely, applying multi-tasking skills.
  • Reviews and reconciles payrolls prior to transmission to clients, validating confirmed reports.
  • Provides a high level of customer service to assure high client retention rate.
  • Responds promptly to clients regarding inquiries or payroll-related issues or questions.
  • Collects, reviews, and initiates void or stop payments, and payment re-issuance as requested.
  • Researches and resolves client/system problems; documents special requests in company database to track progress to resolution.
  • Provides backup support to other payroll team members as needed.
  • Collaborates with HR, Benefits, and Finance/Tax/Accounting teams to resolve payroll-related questions.
  • Be up to date with all payroll and compensation and benefits regulations, inclusive but not limited to withholding tax on salaries, mandatory government contributions, employee tax annualization, 13th Month Pay, DOLE regulations and releases, SSS, Pag-IBIG, PhilHealth, etc.
  • Ensures client and/or employee data changes are updated in the payroll software.
  • Establishes and maintains a positive working relationship with clients, agencies, and coworkers.
  • Proactively help individuals within payroll team improve performance.
  • Proactively creating additional training materials as well as updating the current. Create and/or conduct specialized training related to payroll activities.
  • Perform all necessary duties for onboarding, pre-employment requirements and termination of employees under Payroll service and/or under internal Payroll.
  • Give coaching sessions to junior team members when applicable.

Qualifications

  • Bachelor’s degree in Human Resources, Psychology, Business Administration, or a related field
  • At least 3–5 years of progressive experience in HR, with exposure to payroll processing, employee relations, and talent acquisition
  • Strong knowledge of Philippine labor laws, statutory benefits, and HR best practices
  • Experience in handling end-to-end payroll processes and documentation compliance
  • Excellent organizational and time management skills with keen attention to detail
  • Strong interpersonal and communication skills—both verbal and written
  • Ability to handle sensitive and confidential information with integrity
  • Proficiency in MS Office Suite; experience with HRIS or payroll systems is an advantage
  • A proactive and solution-oriented mindset with the ability to work independently and as part of a team
  • Experience in designing or supporting wellness programs and employee engagement initiatives is a plus
