Under the supervision of the Site Manager, the Supply Manager provides management and oversight of all Supply and Warehouse related functions supporting the U.S. Army in Subic Bay, Philippines under the LOGCAP V contract. The Support services provide U.S. Army operational project (OPROJ) capabilities in response to Humanitarian Assistance / Disaster Relief (HA/DR) events, as well as supporting execution of annual exercises through the storage of non-lethal stocks, exercise materiel, and equipment in the Philippines. Responsibilities include, but are not limited to Supply and Warehouse management and Subcontractor oversight in the performance of warehousing and property accountability, as well as, Supply Support Activity, Central Issue Facility, Installation Property Management, SSSC, and Class I. Serves as a key customer contact for program activities. Establishes milestones and monitors adherence to plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Ensures contract personnel, to include subcontractors, are trained, qualified and certified as may be needed to perform the requirements of the contract in an efficient, safe and cost-effective manner under the requirements specified in individual sections of the LOGCAP Performance Work Statement (PWS). Will serve as Deputy Site Manager and may fill in for Site Manager during absences.

  • Primary oversight of all supply related functions in support of LC V at the assigned sight that include but not limited to: Supply Support Activity, Central Issue Facility,
  • Installation Warehouse, Property Management, SSSC, and Class I.
  • Provides cost, schedule, and technical performance guidance to ensure successful completion of program objectives.
  • Coordinates with Customer and Site Leadership.
  • Oversees the coordination of work priorities and monitoring of methods, procedures, and programs.
  • Develops and maintains relationships and partnerships with customers, peers, and other stakeholders as required.
  • Ensures contract personnel, to include subcontractors, are trained, qualified and certified as may be needed to perform the requirements of the contract in an efficient, safe and cost-effective manner under the requirements specified in individual sections of the LOGCAP Performance Work Statement (PWS).
  • Performs other duties and assignments as required.

Qualifications

  • Minimum Qualifications: Education/Certifications: One-year related experience may be substituted for one year of education, if degree is required.
    • Bachelor’s Degree preferred; Associates Degree required
    • Global Combat Support System Army (GCSS-A) Warehouse Certification Required
    • Global Combat Support System Army (GCSS-A) Property Book Officer / Manager Certification preferred
    • Must be CAC eligible and/or able to obtain a Common Access Card (CAC)
    • Must be a U.S. Citizen
    • A valid Driver’s License is required for all Labor Categories in the Philippines.
  • Experience:
    • Seven years of related work experience.
    • Minimum of 3 years of leadership or supervisory experience.
  • Skills:
    • Excellent computer, interpersonal, oral and written communication skills required.
    • Proficient in Microsoft Office Suite applications.
    • Supervisory/Budget Responsibilities:
    • Provide broad guidance and direction to subordinate personnel at multiple locations throughout the task order.
    • Supervisory Responsibilities:
    • Responsible for all assigned supply personnel.
  • Working Conditions:
    • Duties will involve the conduct of work in the outdoors with a potential exposure to extreme climatic conditions including frequent dust storms, and high temperatures; up to 130F degrees in the summer months, as well as extreme cold areas of the world.
    • Potential exposure to chemical or biological agents could exist.
    • Employee use of Personal Protective Equipment (PPE) in certain areas is required. Such PPE includes but is not limited to head, foot, hand, torso, respiratory, vision and hearing protective devices.
  • Physical Requirements:
    • Must be able to lift/push/pull 25 lbs.; Work will require walking up and down stairs, prolonged standing, prolonged sitting.
    • Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
    • Must comply with all Fire and Safety Regulations and post policies.
