Universal Robina Corporation is looking for a EHS Manager.

Job Summary

Under the supervision of the Plant Manager, the Plant EHS Manager is responsible for:

  • Engaging all employees in the plant to build a sustainable business by promoting plant wide zero incident culture where everyone thrives in a safe, healthful, environment-friendly and dynamic workplace.
  • driving the plant strategies and programs in support to the company’s Environmental, Health and Safety (EHS) policies and standards that will ensure compliance of the plant operations with government laws and regulations.
  • conducting assessment to identify health, safety and environmental risks and develops programs to ensure sustainable development.
  • identifying opportunity where a major impact can be beneficial to the company on the consumption of water and energy in the operations, as well as the impact to Green House Gases (GHG) emission to the environment.
  • ensuring the proper performance and operation of pollution control facilities or systems of the establishment to ensure emissions or discharges to the environment are within regulatory standards.

Major Responsibilities Are

  • Drives and manages strict compliance of the plant to all applicable environmental and safety regulatory requirements such as but not limited to Environmental Management Bureau (EMB), Department of Environment and Natural Resources (DENR), Laguna Lake Development Authority (LLDA), Department of Energy (DOE), Energy Regulatory Commission (ERC), National Water Resource Board (NWRB), Philippine Drug Enforcement Agency (PDEA), Philippine National Police (PNP), Bureau of Fire Protection (BFP), Office of the Building Officials (OBO), Local Government Unit (LGU) and other regulatory agencies;
  • Implements accounting of environmental impact such as but not limited Green House Gas emission equivalent, solid waste generation and disposal, use of water and energy sources and discharge of wastewater effluent and formulation of its sustainable operational controls;
  • Develops programs for environmental protection compliance through comprehensive assessment of workplace to identify and control potential environmental impacts (e.g. plant-wide Enercon projects, rainwater harvesting, waste reduction project, Corporate Social Responsibility (CSR) projects);
  • Leads in monitoring and tracking, review, analysis, reporting and communicating plant performance on EHS KPIS such as for Environment (Water, Energy, Materials including solid/air wastes), Health (Illness Profile) and Safety (Lost Time Injury, Medical Treatment Injury, First Aid Injury, Total Incident Rate, Lost Time Incident Rate)
  • Develops programs to prevent Workplace illnesses and safety incidents through in-depth examination of work environment and through a comprehensive assessment of workplace or HIRA- Hazard Identification Risk Assessment to identify and control potential healthy and Workplace safety hazards and risks;
  • Enhance the plant awareness on environmental protection and on Workplace health and safety controls and requirements;
  • Directs the plant to attain the state of certifiability in OHSAS 18001 (ISO 45001) and ISO 14001 at a minimum and eventually pursue certification on the said International Standards (EMS and SMS ) .This position is also responsible to drive and support the implementation and continuous improvements of the EHS Management System in the Plant
  • Acts as liaison with all internal and external stakeholders such as government regulatory authorities, professional and private institutions and industry groups on matters and issues relating to Environment, Health and Safety.
  • Environment Compliance Management
  • Establishes the plant’s environment goals and objectives in support and alignment with BCFG Philippines business plan.
  • Develops and implements community environment projects to promote the Company’s image as an environmentally sustainable social business partner.
  • Conducts EHS audit is to monitor status of regulatory compliance, level of performance against objectives and ensure corrective actions are in place to address identified issues.
  • Reviews Environmental performance based on established metrics (i.e. Water Use Ratio, Energy Use Ratio, Regulatory Compliance, Solid Waste Ratio) and develops action plans to ensure attainment of goals and objectives
  • Health and Wellness Management
  • Ensures the effective implementation of Government Mandated Policy and other Family Workplace Programs such but not limited to:
  • Hepatitis B Policy: DOLE Department Advisory No. 05, S.2010/2005 -Guidelines for the Implementation of a Workplace Policy and Program on Hepatitis B),
  • HIV/AIDS Program: RA 8504: provide education and information program for the workers consisting of lectures and materials brochures, booklets on HIV/AIDS including policy adopted.
  • Tuberculosis Policy: DO No. 73-05 S.2005 – Formulation of Workplace Policy and Program on TB Prevention and Control
  • Breastfeeding Policy: RA 10028 – Expanding Breastfeeding Promotion Act – provision for breastfeeding / lactation station
  • Drug-free Workplace: DO 53-03 S.2003 : Guidelines for the implementation of Drug-Free Workplace Policies and Programs for the Private Sector, RA 9165: Drug-Free Workplace Comprehensive Dangerous Drugs Act of 2002
  • No Smoking Policy: Republic Act No. 9211: Tobacco Regulation Act of 2003
  • Drives the plant-specific strategies and programs for Occupational Health necessary to achieve business goals and objectives.
  • Co-develops with plant physician effective health programs to reduce work-related illnesses.
  • Environment Compliance Management
  • Establishes the plant’s environment goals and objectives in support and alignment with BCFG Philippines business plan.
  • Develops and implements community environment projects to promote the Company’s image as an environmentally sustainable social business partner.

  • Develops and drives the plant’s strategies and programs for Occupational Safety necessary to achieve business goals and objectives.
  • Conducts Occupational Safety audit of the plant to monitor status of regulatory compliance, level of performance against objectives and ensure corrective actions are in place to address identified issues.
  • Management System (ISO 14001 & OHSAS 18001) Implementation and Improvement
  • D rives the attainment of state of certifiability on international standards, ISO 14001 for Environment Management System and ISO 45001 for Occupational Health and Safety Management System:
  • Co-develops the required management approach through the creation and development of EHS work instructions and procedures.
  • Acts as a Subject Matter Expert (SME) to the plant on all environment and occupational health and safety matters.
  • Leads, coaches and trains ESH Officers the skills to apply various methods of policy analysis, evaluate their strengths and weaknesses, and apply them to better understand the implications of various decision options to manage environmental and natural resource challenges.
  • Conducts supplementary audits to check the Management System’s compliance of the plant.
  • Regulatory Compliance
  • Manages EHS activities and processes to ensure 100% compliance with the conditions of existing or new applicable permits and licenses.
  • Ensure compliance of plant operation to the Implementing Rules and Regulations (IRR), Administrative Orders (AO), Department Order (DO), Memorandums, Circulars etc of all applicable laws such as but not limited to the following:
  • Republic Act No. 9275: Known as Philippine Clean Water Act of 2004
  • Republict Act No. 8749 : Known as Philippine Clean Air Act of 1999
  • Republic Act No. 9003: Known as Ecological Solid Waste Management Act of 2000
  • Republic Act 6969: Known as Toxic Substances and Hazardous and Nuclear Wastes Control Act of 1990

  • People Management and Capability Building
  • Manage the succession plan and capability building of associates within the Plant on EHS for continuous improvement of the business performance.
  • Co-develops training modules for EHS systems capability building.
  • Tracks the effective execution of the mandatory EHS training programs and its impact for each site
  • Financial Budget and Control
  • Establishes and justifies budget for EHS controls including operating budget and capital expenditures and monitor performance against approved budget (e.g. PPE, emergency equipment, fire control equipment, permit renewal & as-built plans, WWTP upgrade, WEM findings correction, etc).
  • Relationship Management
  • Regularly communicates and collaborates with the internal stakeholders for the needed review, alignment and update of the standards and processes and the need for any changes and improvements to ensure the integrity of information, effectiveness and efficiency of the services provided.
  • Call up or attend meetings and update others of issues and concerns, in particular when there ares requirements for alignment needed related to EHS
  • Ensures cascading of protocol, policies and guidelines to internal stakeholders related to EHS

JOB SPECIFICATIONS

Ø Graduate of engineering or management degree, preferably with license/certification on Engineer or BS graduate of a closely related discipline Environmental Science, Chemistry

Ø With 3 to 5 years previous experience; exposure and knowledge in compliance with relevant management systems in the food industry, including but not limited to Good Manufacturing Practices, ISO 9001:2015 (QMS), HACCP, HALAL and FSSC, is an advantage;

Special Skills Required

  • At least 3 years prior experience in related field such as environmental engineering, environment & Safety management systems (e.g. ISO 14001, ISO 45001), regulatory compliance, auditing, pollution control and prevention.
  • Business Acumen
  • Knowledge in Manufacturing operations and processes. warehousing, distribution and marketplace operations
  • Preferably Accredited Pollution Control Officer
  • Preferably Accredited Safety Practitioner or its equivalent
  • Knowledge on applicable Legal and Regulatory requirements related to Environment, Health and Safety
  • Has thorough knowledge of ISO 14001 Environmental Management System and ISO 45001 Occupational Safety and Health Management System, ISO 50001 Energy Management System, among other internationally-recognized management systems and other relevant regulations.
  • With experience in developing and/or implementing management systems
