Summary

The Project Planning Manager is responsible for managing cost, budget, schedule providing planning and scheduling expertise to the Project Team, risks, and change management, and information management for the entire life cycle. The role is crucial for establishing project controls and providing a single “source of truth” on the overall status of a project. The information is critical to informing key stakeholders of a project where gaps and opportunities are highlighted, recommend means to address these gaps and exploit opportunities to achieve business needs.

Responsibilities

  • Estimate and prepare the project baseline plan (various hierarchy of plans) by collating inputs from project stakeholders and by ensuring that these inputs are credible, realistic and complies with established planning and scheduling principles and practices
  • Set-up, embed and manage planning/ scheduling activities that includes but not limited to schedule update meetings, S-curve reporting, planning for forthcoming management investment decision gates, progress check and validation against integrated plans for interconnection works such that timelines and milestones are tracked, and any deviations from the plan are identified, reported with recommendations to bring back to plan.
  • Prepares and submits as per schedule Project Progress report that highlights status against plan and forecasts. The report identifies what are the gaps(opportunities) and a clear explanation what caused the gaps and(opportunities) including recommendations to bring the project back on track;
  • Ensure that the appropriate amount of assurance is applied to baseline plans and schedules through the use of peer reviews, schedule benchmarking and audits to provide confidence to decision makers that the plan is credible, realistic and achievable.
  • Performs Monte Carlo simulation and can interpret the results of the simulation as a basis of a decision for Project stakeholders is an advantage.
  • Provides input to cost controllers, cost estimators, and cost engineers on the impact of schedule brought about by delays and opportunities. Integrates budgets and spend for the project in the integrated activity plan. Provides validation and assurance services of contractor/s and service providers progress based on contractual agreements.
  • Focal point for the management of risk register, ensuring that it is updated on a regular basis, documented, and reported to project stakeholders. Integrate the impact of identified risks and opportunities (for both unmitigated and mitigated) in the project plan and schedule.
  • Assess impact of scope changes to baseline plan prior to endorsement through the Project Management of Change procedure or similar process.
  • Integrates Information Management system in the entire project lifecycle, (e.g. Document Management System, Process and Tools to allow free flow, retrieval and storage of information) and ensure alignment with Project requirements.
  • Ensures that all necessary permits and consents from Government entities are applied and secured on time.
  • Collate, and execute all project reporting requirements to internal and external stakeholders as per agreed deadlines and cut offs.
  • Records and Reports lessons learned as it occurs during the entire project lifecycle. Translates lessons learned to applicable Project Services Planning and Scheduling standards, guidelines and/or procedure that will form the basis of how plans and schedules are built for succeeding projects.
  • Deliver the relevant administrative, human resources and other support functions inherent and expected from a team leader
  • Extend relevant support to other departments such as, but not limited to cascading and/or adopting initiatives, programs, projects and activities
  • Conforms to the company’s Quality, Environmental, Occupational Health and Safety, and Information Security Management Systems policies, standards, procedures, and guidelines based on ISO 9001, ISO 14001, OHSAS 18001, and ISO 27001 Standards
  • Reports Environmental, Occupational Health and Safety, and Information Security events/incidents or potential events, or other security risks to the organization/ committees-in-charge
  • Protects information assets from unauthorized access, disclosure, modification, destruction, or interference in accordance with ISMS policies. Maintains availability, confidentiality, and integrity of documents
  • Performs other tasks and responsibilities that may be assigned

Qualifications

  • Must have a Bachelor's Degree in Engineering
  • At least 10 years' of professional experience
  • At least 5 years' of leadership and project experience
  • Planning and Schedule Industry Certification /Accreditation is an advantage
