Summary:
Applus+ is seeking a dedicated and experienced Procurement Manager to lead our regional procurement initiatives and support key business objectives. This on-site role in Cebu City offers a strategic opportunity to drive supplier performance, develop local procurement strategies, and foster value-added solutions for our organization.
Mission:
The Procurement Manager is responsible for optimizing regional procurement costs by implementing and overseeing strategies in the local procurement area. This role ensures suppliers comply with standard procedures, supports supplier engagement, addresses compliance issues, and works collaboratively with project teams to develop local supplier capabilities. Additionally, the Procurement Manager manages stakeholder relationships across divisions, aligning business needs with competitive and value-driven procurement solutions.
KEY RESPONSIBILITIES:
Strategic and Operational Procurement:
Implement the procurement strategy within the assigned region, achieving quality, cost, terms, service, and technical support targets as defined in the business plan.
- Ensure budget adherence for the regional procurement function and report performance outcomes.
- Oversee supplier compliance with standardized control plans, focusing on production and sub-supplier quality.
- Interpret and communicate requirements between the company and suppliers accurately.
- Identify and onboard new suppliers that meet quality standards and align with company needs.
- Maintain confidentiality on internal communications and strategic initiatives.
Supplier and Stakeholder Relationship Management:
- Develop and manage supplier relationships, maintaining accurate supplier data and reporting on performance metrics.
- Facilitate business assignments and support forward sourcing activities until product delivery.
- Develop comprehensive information on suppliers for ongoing projects, including contact information, specifications, and adherence to environmental and human rights standards.
- Act as the procurement representative in business projects related to process improvements (e.g., cost reduction, supplier quality improvement, payables improvement).
Cost and Performance Management:
- Lead the Savings Opportunity List within the region and monitor progress on related action items.
- Develop and implement a reporting system for procurement activities and objectives.
- Collaborate with buyers to support sourcing initiatives for client offerings.
Team Leadership and Development:
- Lead and develop the procurement team, fostering a culture of efficiency, growth, and motivation.
- Promote team collaboration and a commitment to achieving company goals.
- Encourage skills development and continuous improvement within the team.
MINIMUM EDUCATION REQUIRED OR LEVEL OF EQUIVALENT EXPERIENCE:
- Bachelor’s degree in engineering or business administration.
- Specialized training in Procurement Services, experience in engineering in an international environment, facility management experience, and SAP Ariba knowledge.
- Fluency in English.
- Minimum of 5 years in a similar role.

Additional Information:
- Work Location: On-site, Cebu City, Cebu, Philippines
- Work Schedule: 8 hours per day with 1-hour break
Note: This position is not available as a Work-From-Home (WFH) or Hybrid arrangement; the selected candidate is expected to work in the Cebu City office daily. Therefore, the ideal candidate should reside in Cebu City or be willing to relocate to the area.
