HUMAN RESOURCE HEAD

Reports to: Executive Director, Human Resources; President

Supervises: HR Generalist, Reception

Job Description:

Reviews and develops the existing Human Resources policies and practices to support the present and future strategy of the College for the continuous development of its human resources.

Duties and Responsibilities:

1. Coordinates closely with the department heads and Executive Directors in the formulation of policies, procedures and programs to ensure streamlined HR processes.

2. Provides consultancy to department heads and Executive Directors with regards to their management concerns such as but not limited to personnel policy implementation, pay remuneration issues, promotions, employee discipline, and grievance to advise and guide them in the implementation of HR policies and procedures in their respective departments.

3. Plans and designs activities for employees during College sponsored events such as outings and parties to build solidarity among employees.

4. Assists the Executive Director in preparing general and disciplinary memorandums for the information of the general and specific employees, for proper documentation of new policies, procedures and disciplinary cases.

5. Coordinates and seeks out professional advice from lawyers on the interpretation of new legislation, evaluation of serious disciplinary cases and/or other labor/employment concerns to assure the legality of the HR courses of action.

6. Processes personnel requisitions by choosing the most effective means of sourcing targeted applicants from different recruitment strategies (e.g. print ads, on-line ads, campus, job fair, etc.) to entail prompt fulfillment of recruitment needs of the different departments.

7. Evaluates and recommends qualified applicants for further evaluation of the requesting department through resumé screening and initial interview of applicants, particularly for staff position, to assist the requesting department in the short listing of applicants.

8. Prepares the necessary documentation such as employment contract to facilitate hiring of new employees for both faculty and staff.

9. Prepares and/or updates job descriptions in consultation with the head of the concerned office.

10. Ensures the effective and efficient delivery of employee benefits to employees based on the existing policies and procedures on benefits administration.

11. Coordinates with the health maintenance provider of the College with regard to the review and renewal of the existing contract, employee concerns and customer service feedback to ensure the excellent health service benefits of the employees.

12. Evaluates and approves employee benefits application for Social Security System, Pag-IBIG, PhilHeath and other company-provided benefits to validate the eligibility of the employee given their position, rank, existing benefits consumption and applicable company policies and procedures.

13. Plans and coordinates with the different departments in identifying appropriate training and development programs for the faculty and employees to address training gaps and needs.

14. Coordinates all logistics related requirements such as resource speakers, venue, accommodation, information dissemination, etc. in the implementation of the training programs and makes sure these are conducive to the conduct of the training program.

15. Assists the Executive Director in establishing the work standards, objectives and key result areas of the HR Office and its personnel.

16. Performs other duties as may be assigned by the Executive Director and/or the President.
